Now in Caesarea did Pilate rule harshly over the lands of Palestine, being made subject himself unto Vitellius, Governor of Syria. Yet in Galilee and Perea did Herod reign wickedly, having been made king by Caesar Augustus.
Summary: Syria became a Roman province in 64 BCE, and eventually came to include the Palestinian regions of Judea, Samaria, and Idumea. The capital of Roman Syria was in Antioch, while the capital of the Judaea Province was established in Caesarea. The Governor of Syria, Lucius Vitellius, was the chief administrator throughout the various Syrian provinces under Roman rule. Pontius Pilate was the Governor of Palestine and subordinate of Vitellius (Y:1:4).
